Beijing Educational Rule of Law Research Base

To fully embody the essence of the 19th National Congress of the Communist Party of China, expedite the advancement towards a higher level of legal governance in education within Beijing, and establish a robust service and support framework for the city's educational rule of law that is both grounded in current realities and future-focused, the four leading national bodies—the Legal Affairs Office of the Standing Committee of the Beijing Municipal People's Congress, the Office of Education, Science, Culture, Health, and Sports, the Legal Affairs Office of the Beijing Municipal Government, and the Beijing Municipal Education Commission—have taken a pioneering role in mobilizing the expertise of several Beijing-based universities and research institutions to jointly build the Beijing Educational Rule of Law Research Bases. The Beijing Educational Rule of Law Research Base (Beijing Normal University) is the location of the secretariat of Beijing Educational Rule of Law Research Bases and currently has 23 researchers. Drawing upon the robust strength and unique characteristics of Beijing Normal University's education and law disciplines, the research base boasts a committed and formidable team specializing in education law, grounded in a solid foundation. The base's esteemed researchers, Professors Zhou Haitao, Yu Yafeng and Xue Eryong, have distinguished themselves with remarkable achievements in the spheres of education policy, private education legislation, and the legal dimensions of student management in schools, consistently taking on significant national projects. Additionally, the research teams led by Professors Lin Yanqin, Xing Aifen, and Song Yinghui have amassed a wealth of research in the areas of minor protection and the legal safeguarding of children's rights. Professors Liang Yingxiu, Lin Yanqin, Zheng Yanpu, and their colleagues have made significant academic contributions in the realms of constitutional protection of the right to education and the legal governance of universities. In recent years, the base has focused on exploring issues of university legal governance and rule of law in primary and secondary schools, and has continuously undertaken research projects for Beijing Municipal Education Commission and other government departments, thus forming research advantages and characteristics on rule of law in schools.
